What it is for
A budget line that is not attached to a schedule object cannot be time-phased, cannot be earned, and cannot be reported by WBS. This attaches each cost line to an activity or WBS element, prices it as quantity times unit rate, and carries a commitment status.
Generate the budget directly from estimate line items and push revisions through without duplicating cost assignments. Each assignment stays tied to its activity, WBS element or project so the budget can be reviewed alongside the schedule.
